AB - The paper illuminates how civil society organisations in Serbia, in the aftermath of the political changes initiated on 5 October 2000, played the essential role in articulating corruption as a vital public issue, raising awareness of the public, and putting pressure on the then governments to include this issue in the political agenda. Our analysis focuses on two planes of civil society organisations activities: 1) research efforts aimed at properly understanding the phenomenology of corruption as the first step towards sound conceptualisation of various anti-corruption measures, and 2) educational initiatives aimed at transferring knowledge and good practice in anti-corruption methodology and policies from post-industrial societies and other post-communist countries. The timeframe of our analysis embraces the period from 5 October 2000 to December 2005, which we see as the initial phase of engaging civil society organisations in anti-corruption policy in Serbia, before the National Anti-Corruption Strategy was adopted. After the changes in October 2000, civil society organizations in Serbia have acted as a significant factor in raising public awareness of corruption as well as in building anti-corruption institutional and normative infrastructure. From campaigns that targeted all stakeholders (citizens, media, business sector, decision makers) aiming at changing their priorities and interests, to participating in the set-up of public policies in the field of rule of law and monitoring the implementation of anti-corruption laws and strategic commitment, civil society organisations that operated within very wide range of activities, successfully influenced both the institutions and the general public. Despite wide range of activities and modest resources, civil society organisations had an impact on actions of the government, public institutions, and the media. The fight against corruption became one of the central issues in the then Serbia’s political debate. Yet the anti-corruption achievements of Serbian civil society organisations in the period 2000–2005, were limited due to a chronic deficit of political, professional, and moral responsibility of all social actors, resulting in “systemic error” of public policies strategic design aimed at combating corruption – the lack of a participatory political culture. The lack of a participatory political culture in citizen action has limited efficiency in achieving development policy goals, and in implementation and monitoring of public policies relevant to curbing corruption. Belief has been established, that citizens do not ask questions and therefore do not have the power to exercise policy influence nor to shape the environment in which they live. As the concept of political community is a special construct based on democracy and human rights, non-inclusiveness as previously outlined here destructively affected society by making deeper asymmetries of all kinds due to disintegrating influence that prevents the final community constitution through democratic institutions.

A Crisis of Political Solidarity in the European Union and the Western Balkans. Reactive vs. Institutional Solidarity

AB - While the narratives of democratization and Europeanization had significant
mobilizing potential in the Western Balkans during the 1990s and early 2000s, their
relevance has been largely undermined by recent political developments in the region
and growing crises of solidarity within the EU. This article offers a novel perspective
for understanding the prospects of an EU future for the Western Balkans, through a
discussion of the ideas and practices of political solidarity. It introduces the need to
differentiate between reactive and institutional solidarity, and argues that institutional
solidarity has a unique potential to mobilize the attention and commitment of citizens
by offering a projection of a durable and sustainable political community organized
around the principles of social justice and equality. Operationalizing this has become a
necessary precondition not only for the “European future” of the Western Balkans but
also for the future of the European project itself.

AB - In this paper we consider the correlation and interdependence between empathy and engaged acts,
i.e., acts undertaken in interacting with the other or others, through which the first-person singular
shifts to the first-person plural. We argue that engaged acts are a constitutive element of empathy. To
support our thesis, we address some issues with the common notion of empathy, specifically, those
related to the first-person and third-person accounts. Further, we discuss their alternatives in
phenomenology and interaction theories. In particular, we address two important aspects of empathy:
that of the second person perspective, and the issue of the Self/Other differentiation. In the final part of
the paper, we portray the phenomenological structure of engaged acts.

AB - ‘Being together’ obviously means something more, such as being with some third, someone not yet present. If we had to describe this novelty in the development of the ‘In-statuere’ (de)construction, we would begin from the number of acts continuously enlarged, increased by the reciprocal activity of multiple actors. A group of individuals gathers to address a problem, transparently design a solution, construct a general plan of action for providing help, and organize a series of future actions in a disciplined manner that are intended to bring about a given social change. An institution is impossible if there are no experiments or a universal solution to a general problem, one that affects everybody. There can be no institution without the organization of joint resistance, and a project of counter-institution.

AB - This paper deals with a critical stage in the dissolution of the Soviet Communist (Bolshevik) Party’s domination in the Communist commonwealth. The gradual emancipation of European Communist parties, starting with Yugoslavia (1948), through the developments that caused the Soviet interventions in Hungary (1956) and Czechoslovakia (1968), gave birth to independent strategies of political struggle, autonomous from Moscow’s ideological centre, which were implemented by the largest Communist parties in Western Europe. The attempts aimed at the syncretism of the communist platform, and ideas of political rights and adapting to the parliamentary regime resulted in the “Third Road” movement, which strove to unify the positive experiences of the two ideologically opposed sides of the Cold War international constellation. Although it was a belated and, eventually – purely ideological concept, the movement itself and the idea of Eurocommunism has remained as an important testimony of an attempt at finding new paths in the struggle for a more just society.

Care in the Anthropocene: Acting with Compassion

AB - The Anthropocene refers to the geological era in which man – anthropos – has become a geophysical force transforming the biosphere. This period is marked by a lack of compassion and understanding of our environments – a total detachment from our biospheric reality. If care is everything we do to repair and maintain this world, what does this process entail in the Anthropocene? This paper addresses the importance of taking care seriously. We look at care in the Anthropocene and its interconnections with the notions of vulnerability and compassion from both a philosophical and anthropological perspective.
Brigu u antropocenu i njenu
perspektive.

AB - Tomasz Kamusella is a scholar from Poland whose main fields of research have been language politics, nationalism, and ethnicity, topics he has studied from an interdisciplinary perspective. The idea of his recent book Words in Space and Time: Historical Atlas of Language Politics in Modern Central Europe (hereinafter referred to as Historical Atlas) came in the mid-2000s as he was finishing his seminal monograph The Politics of Language and Nationalism in Modern Central Europe (Palgrave, 2009). Hence, this interdisciplinary, encyclopedic atlas represents a synthesis of his previous work with the difference that cartography is now given a central place. Inspired by Paul Robert Magocsi’s renowned Historical Atlas of (East) Central Europe (1992/2019), Kamusella, working in close cooperation with professional cartographer Robert Chmielewski, elaborated a series of annotated maps as spatial expressions “for the formation of political processes that would
have been difficult to express in words alone” (p.ix).
Words in Space and Time: Historical Atlas of Language Politics in Modern Central Europe Language Politics and Nationalism in Modern Central Europe (Palgrave, 2009).

Mapping Minority Multilingualism: Perspectives from Central and South-Eastern European Borderlands – Introduction to the Thematic Issue

AB - The essays in this thematic issue explore an important but often overlooked legacy of European multilingualism and the various power asymmetries and ideological values that characterize it, namely the multilingual practices of ethno-linguistic groups on Europe’s south-eastern periphery. Although the European Union has in the past twenty years adopted legislation that explicitly celebrates and supports multilingualism, linguistic diversity and minority language rights, its
language policy has received criticism for tending to rely on and embolden national
standardizing language regimes (Gal 2006; Leech 2017; Mandić and Belić 2018). Indeed, the European focus on the protection of language diversity and language rights appears to reaffirm a static model of language in that it relies upon “the idea of a European polity based on the cooperation of distinct nation states” and upon related codified languages which can be traced back to ideologies of Romantic authenticity and Enlightenment universality (Leech 2017: 34–35;
Gal 2011). Scholars of the EU’s language and multilingualism policy found that the official discourses oscillate between highlighting traditional cultural values like diversity and the right to education in the speakers’ first language on the one hand, and promoting economic values and ideologies on the other hand (Krzyżanowski and Wodak 2011; Romaine 2013).
(Krzyżanowski and Wodak 2011; Romaine 2013).

(Krzyżanowski and Wodak 2011; Romaine 2013).",

Priroda, duša i sreća: temelji epikurejske etike

AB - Epicureans and Roman Stoics interpreted pleasure (ἡδονή) differently from each
other: for the Epicureans, pleasure was the ultimate good, while most Stoics perceived
pleasure as something indifferent. This difference in understanding of pleasure is the
crucial point of a disagreement between these two Hellenistic schools of philosophy,
in particular if we consider their ethics. This paper examines this difference and highli ghts the significant similarities between the Roman Stoic and the Epicurean positions.
Further, it briefly explores the Epicurean and the Roman Stoic understanding of social

AB - This paper looks at the correspondence between Princess Elizabeth of Bohemia (1618-1680) and the French philosopher René Descartes (1596-1650). Analyzing specific segments of the letters they addressed to each other, it emerges that Descartes, advising Elizabeth and recommending her to read Seneca, was also following an ancient, or more precisely, Stoic therapeutic technique. Namely, it seems that he, like the Stoics, believed that philosophy could provide a kind of consolation or support in moments of crisis, that is, during specific turbulent moments in life.

of recommender algorithms from t he Page Rank and advertising platforms to social

to simplify the complex world around us into dozens of possibilities immensely affect
societies and individuals. Similar to our perceptive apparatus, algorithms are eyes and
ears in the online world, as they focus our attention towards what they „think” should be
important, which is similar to news priming. That is why recommender algorithms are
compared to mass media, given their similar roles to sell products and prolong content
exposure of online users. This inquiry concludes that AI driven recommender algorithms
represent the most powerful social force at present.

AB - Times of uncertainty and fear were brought on by Covid-19. The ongoing
pandemic is a fruitful ground for fake news, as citizens try to find explanations
that fit into their worldviews. This process polarizes society and creates echo
chambers amplified by recommender systems. Our main goal is to detect antivaxxer
echo chambers in Serbia by analyzing online reactions to the recent detention
of prominent anti-vaxxer Dr. Jovana Stojkovic. A content analysis of online
comments is deployed in anti-regime left-leaning, anti-regime right-leaning, and
pro-government media to explore attitudes towards a vaccination conspiracy
theory, police action towards anti-vaxxers, and the government crisis response
team. We clearly identify the anti-vaccine echo chamber among commentators of
anti-regime right-leaning media (YouTube podcasts). Additionally, we describe
attitudes expressed around issues related to vaccination. Limitations and implications
for future research are discussed.

Metaverse through the prism of power and addiction: what will happen when the virtual world becomes more attractive than reality?

AB - New technologies are emerging at a fast pace without being properly analyzed in terms of their social impact or adequately regulated by societies. One of the biggest potentially disruptive technologies for the future is the metaverse, or the new Internet, which is being developed by leading tech companies. The idea is to create a virtual reality universe that would allow people to meet, socialize, work, play, entertain, and create. Methods coming from future studies are used to analyze expectations and narrative building around the metaverse. Additionally, it is examined how metaverse could shape the future relations of power and levels of media addiction in the society. Hype and disappointment dynamics created after the video presentation of meta’s CEO Mark Zuckerberg have been found to affect the present, especially in terms of certainty and designability. This idea is supported by a variety of data, including search engine n-grams, trends in the diffusion of NFT technology, indications of investment interest, stock value statistics, and so on. It has been found that discourse in the mentioned presentation of the metaverse contains elements of optimism, epochalism, and inventibility, which corresponds to the concept of future
essentialism. On the other hand, power relations in society, inquired through the prism of classical theorists, indicate that current trends in the concentration of power among Big Tech could expand even more if the metaverse becomes mainstream. Technology deployed by the metaverse may create an attractive environment that would mimic direct reality and further stimulate media addiction in society. It is proposed that future inquiries examine how virtual reality affects the psychology of individuals and groups, their creative capacity, and imagination. Also, virtual identity as a human right and recommender systems as a public good need to be considered in future theoretical and empirical endeavors.

AB - Both tech companies and AI algorithms exercise immense power in today’s
globally interconnected world, which is based on big data and digital footprints of online
users. This paper analyses the transfer of power from societies to tech companies and algorithms
with the aim of examining whether recommender algorithms can be considered a
public good. Deployed methods include content analysis and literature reviews. The study
has found that control exercised over public opinion, decisions and moods of online users
is unprecedented to such a high degree in human history. The above-mentioned control
is based on the impact of both tech companies and algorithms. The limitation of this research
is the lack of quantitative analysis. Future research should concentrate on defining
recommender algorithms as a public good and analyzing how different media content,
including virtual reality, affects citizens’ psychology.

Opisani kontekst tek omogućava postojanje autentičnog i čvrstog pojma nacionalnog interesa.

Narcissism as a moral evil

AB - Narcissism is one of the most widely debated toxic and destructive personality structures today, however key aspects of narcissism remain blurred both to practitioners, to health policy decision makers, and to victims and survivors of narcissistic abuse. To address a part of this blurred phenomenology of narcissism from a philosophical point of view, yet one that is relevant to psychotherapy, this paper focuses on the diagnostic issues between narcissism as a personality structure and Narcissistic Personality Disorder as a diagnosis. This distinction reflects a number of key controversies in the medicalization of personality failures which are traditionally subject to moral qualification. An understanding of narcissism in moral terms, and an association of the concepts of moral evil with mental disorder, allows for a re-conceptualization of narcissism as an ethical and cultural challenge with clinical ramifications and opens up a new vista on how narcissism can be philosophically viewed and institutionally treated in order to prevent it from generating the ultimate damage on the organic relationships in which hundreds of thousands of narcissists are engaged.

Životni planovi i životni ciljevi u filozofskoj praksi

AB - Amid the ongoing and growing rise in the awareness of traditional schools of psychotherapy of the need for a more philosophical understanding of themselves and their clients, and the resulting return of the fragmented modern psychotherapy under the integrative aegis of philosophical practice (philotherapy), some of the ancient, practical philosophical issues have resurfaced with force in therapeutic practice. One is the issue of drawing an appropriate distinction between the concepts of life plan and life goals. The ancient philosophical figures tended to call the former „reason”, or „wisdom”. The modern age has re-actualized this distinction due to exceptionally forceful social and technological influences, many of which have caused large numbers of individuals to adopt life goals which, while socially highly desirable, in fact work against the implementation of their more authentic life plans. The outcome of this uncritical adoption of what seems as a thrilling and satisfying structure of life goals, while at the same time betraying one’s deeper life plan, or life strategy, is failure to achieve a high quality of life, or ‘the good life’.
