AB  - The scholarship on ‘movement parties’ – parties originating from social movements – shows great variation among them in terms of origin, ideological profile, organizational forms and adopted strategies. Typically, they depart from participatory practices and contribute to participatory turns in politics. However, there is scant research on how movement parties maintain those principles and procedures once they enter the institutional arena. Moreover, the question of intra-party democracy (IPD) is itself rarely researched, particularly in Southeast Europe (SEE), a region dominated by authoritarian centralized parties. Therefore, this chapter aims to contribute to the growing literature on party movements by focusing on SEE and looking into their party movements’ internal democracy practices. We take examples of two ideologically similar democratic movement parties, MOŽEMO! (We Can) from Croatia and Zeleno-levi front (Green-Left Front) from Serbia. Both originated as bottom-up green-left movements within political settings dominated by right-wing political narratives but in differing national contexts regarding the quality of democracy. This chapter presents an analysis of MOŽEMO! and Zeleno-levi front statutory documents, focusing primarily on their articulation of participatory principles for IPD.

Anti-politics as ‘culture of rejection’: the case of Serbia

AB  - In this article, Fiket, Pudar Draško and Uroševic situate the notion of
‘anti-politics’ within a broader theory of ‘cultures of rejection’, redefining it as a
specific culture of rejection in the political sphere. They describe the lack of
participation of Serbian citizens in political life, their lack of trust in political
actors, institutions, democratic procedures and, in the end, in democracy itself.
They show how political elites constantly demonstrate the impotence of
institutions through various examples of ‘institutional silence’, which leads to the
further rejection of political engagement. The authors’ aim was to show that
rejection of politics is a concept that offers an adequate theoretical framework for
our empirical analyses and deeper understanding of the social phenomena
reflected in the withdrawal from political life. They present the data from
their qualitative research, based on interviews with the retail and logistics workers
in Serbia as well as an ethnographic study of digital spaces that those workers
often visit, where politics and culture meet in the discursive practices of everyday life.

Opposition in Serbia: oppression, delegitimization and extra-institutional engagement

AB  - this chapter analyses the opposition’s position and role in Serbia in its evolution since the introduction of pluralism and the collapse of the communist regime. We observe the opposition during the last 30 years from the two main aspects: institutional and ideational. We also provide an overview of the contextual factors to show some specificities of the post-socialist democratisation process and democratic backsliding in Serbia. The institutional elements we observed provide insight into the actors’ formal position and power; they show us the main mechanisms and resources at the opposition’s disposal and evaluate the possible inequalities or disbalances of powers between the actors. Conversely, the ideational aspect shows the dominant narratives and relationships between the opposition and position. These narratives reflect the understanding of democracy and the role the opposition should play in the political system. They also reflect changes over time and enable us to understand different concepts of democracy and democratisation. The chapter is divided into four sections, corresponding to four different phases reflecting specific circumstances and dynamics. The first phase is the Milošević decade (1990-2000), which covers the initial transitional period, characterised by severe authoritarian tendencies and societal conflicts during the Yugoslav break-up process. The second phase, that of democratisation (2000-2012), starts from the Milošević defeat and initial institutional development, throughout the first troubles in the democratic transition and riffs in the ruling coalition. The third phase (2012-2020) begins with the second turnover of power and optimism about social consensus and the consolidation of democracy. However, it develops into competitive authoritarianism and almost complete annulation of pluralism. The final phase is short (so far) and ongoing – defined by the protest waves, boycotts of elections and Parliament, and the return of the opposition in the institutions.

AB  - The problems related to the democratic deficit, lack of democratic legitimacy,
and widening gap between citizens and decision-makers seem even more striking in
the case of decision-making at supranational level. One response to this crisis of democracy at the supranational level has been the creation of citizens’ assemblies
(CAs) promoted and implemented by the various actors: European Union, NGOs, international organizations, and social movements. Still, although all those actors advocated
for the use of CAs at supranational level there are significant differences regarding the
capacity of those actors as well as the CAs they promote to address the democratic deficit. Starting from this assumption, in the following pages I will analytically differentiate between CAs implemented by the European Union (EU), a system provided by the
political authority and those CAs implemented by supranational actors that lack formally legitimate political authority

How to Run a Deliberative Mini-Public in a Hybrid Regime

AB  - Efforts to institutionalize deliberative institutions are almost absent in Serbia and other Western Balkan countries. On the other hand, the growing lack of interest of European societies’ citizens in participating in political life through traditional instruments of representative democracy has caused a renewed concern in the EU and its member states for the promotion and encouragement of deliberative institutions (Reuchamps, Suiter 2016). This has resulted in democratic engineering inspired by the principles of participatory and deliberative conceptions of democracy. Democratic experimentation along these lines, observed in many EU countries, gave rise to the promotion and institutionalization of deliberative institutions (town meetings, citizen assemblies, neighborhood councils, citizen juries, participatory budgets, etc.). However, democratizing effects of deliberation have been a matter of intense political and academic debate for over 20 years. Still, with a few exceptions,
most deliberative institutions were implemented in stable democracies.
While deliberative institutions and other participatory democratic innovations are generally less known in Serbia and the region, there has been a trend of citizen mobilization in the form of social movements and local civic initiatives, which are both a symptom of unresponsive and more openly authoritarian institutions and the potential pathway to democratization (Fiket, Pudar Draško 2021). The pace and scope of these developments in the undemocratic societies of the Western Balkan region, in terms of both bottom-up and top-down democratic experimentation, call for a deeper understanding of their internal dynamics and their social and political impact as both individual cases and parts of a greater cycle of social movement mobilizations and institutional experimentation.

Responding to this need, the research team gathered within the framework of the Jean Monnet network “Active citizenship: promoting and advancing innovative democratic practices in the Western Balkans,” led by the Institute for Philosophy and social theory, University of Belgrade, organized two deliberative mini-publics (DMPs) within an hybrid institutional setting, including in the design of DMPs perspective of social movements and civic initiatives. The aim was to strengthen dialogue between different perspectives, approaches, and fields around deliberative and participatory forms of democracy in an undemocratic environment. This project was carried out in cooperation with the European
Jean Monnet Network ACT WB - Active Citizenship in the Western Balkans, coordinated by the Institute for Philosophy and Social Theory of the University of Belgrade (IFDT), together with four more European universities and the Belgrade Fund for Political Excellence. The planning and implementation of DMPs took place through the cooperation of the Scientific Committee, comprising the following members: Irena Fiket (IFDT), Ana Đorđević (IFDT), Biljana
Đorđević (Faculty of Political Science), Ivana Janković (Faculty of Philosophy), Gazela Pudar Draško (IFDT), Jelena Vasiljević (IFDT), and the Executive Organization Committee (Belgrade Fund for Political Excellence and MASMI).
This handbook aims to present the findings of the research done within this JM network.

abstract = "Efforts to institutionalize deliberative institutions are almost absent in Serbia and other Western Balkan countries. On the other hand, the growing lack of interest of European societies’ citizens in participating in political life through traditional instruments of representative democracy has caused a renewed concern in the EU and its member states for the promotion and encouragement of deliberative institutions (Reuchamps, Suiter 2016). This has resulted in democratic engineering inspired by the principles of participatory and deliberative conceptions of democracy. Democratic experimentation along these lines, observed in many EU countries, gave rise to the promotion and institutionalization of deliberative institutions (town meetings, citizen assemblies, neighborhood councils, citizen juries, participatory budgets, etc.). However, democratizing effects of deliberation have been a matter of intense political and academic debate for over 20 years. Still, with a few exceptions,
most deliberative institutions were implemented in stable democracies.
While deliberative institutions and other participatory democratic innovations are generally less known in Serbia and the region, there has been a trend of citizen mobilization in the form of social movements and local civic initiatives, which are both a symptom of unresponsive and more openly authoritarian institutions and the potential pathway to democratization (Fiket, Pudar Draško 2021). The pace and scope of these developments in the undemocratic societies of the Western Balkan region, in terms of both bottom-up and top-down democratic experimentation, call for a deeper understanding of their internal dynamics and their social and political impact as both individual cases and parts of a greater cycle of social movement mobilizations and institutional experimentation.

Responding to this need, the research team gathered within the framework of the Jean Monnet network “Active citizenship: promoting and advancing innovative democratic practices in the Western Balkans,” led by the Institute for Philosophy and social theory, University of Belgrade, organized two deliberative mini-publics (DMPs) within an hybrid institutional setting, including in the design of DMPs perspective of social movements and civic initiatives. The aim was to strengthen dialogue between different perspectives, approaches, and fields around deliberative and participatory forms of democracy in an undemocratic environment. This project was carried out in cooperation with the European
Jean Monnet Network ACT WB - Active Citizenship in the Western Balkans, coordinated by the Institute for Philosophy and Social Theory of the University of Belgrade (IFDT), together with four more European universities and the Belgrade Fund for Political Excellence. The planning and implementation of DMPs took place through the cooperation of the Scientific Committee, comprising the following members: Irena Fiket (IFDT), Ana Đorđević (IFDT), Biljana
Đorđević (Faculty of Political Science), Ivana Janković (Faculty of Philosophy), Gazela Pudar Draško (IFDT), Jelena Vasiljević (IFDT), and the Executive Organization Committee (Belgrade Fund for Political Excellence and MASMI).
This handbook aims to present the findings of the research done within this JM network.",

AB  - In this article, taking Serbia as a case study, we address the issue of how social movements in illiberal democracies adapted to the effects of the pandemic and the governmental responses. We show that, contrary to expectations, these social movements have intensified their activities and visibility and adapted their agenda during the crisis. Failed Expectations: Can Deliberative Innovations Produce Democratic Effects in Hybrid Regimes?

AB  - Participation in deliberation in stable democracies produces effects which are beneficial for democracy, while the results of deliberative innovations in non-democracies are more ambiguous. This article contributes to the debate about the effects of participatory democratic innovations on attitudes, related to democratic commitments, political capacities and political participation, in the increasingly ubiquitous hybrid regimes. We present the evidence collected from the participants before and after deliberative mini publics (DMPs), held in Serbia in 2020. Serbia is an exemplary case of a recent wave of autocratization, which had led to it becoming a hybrid regime, and it had no track record of deliberative innovations. When conducting the mini publics, we introduced an innovation in the standard design, by including active citizens – representatives of local initiatives or social movements particularly interested in the issue of DMPs. We could not find evidence that the democratic innovation affected attitudes of participants regarding democratic commitments, political capacities and political participation. However, we did find that participants of the DMPs became less satisfied with the functioning of the democracy on the local level. We argue that the anti-democratic wider context of hybrid regimes can produce adverse effects when introducing participatory democratic innovations, at least when it comes to this specific dimension of political participation. We conclude with the suggestions for further research, and a call for consideration of the wider political context when designing democratic interventions in hybrid regimes.
AB  - U stabilnim demokratijama učešće u deliberaciji proizvodi efekte koji pogoduju demokratiji, dok su rezultati deliberativnih inovacija u nedemokratijama neodređeniji. Ovaj članak predstavlja doprinos debati o efektima participatornih demokratskih inovacija na stavove o privrženosti demokratiji, političkom kapacitetu i političkoj participaciji u sve prisutnijim hibridnim režimima. U radu predstavljamo rezultate ispitivanja učesnika, pre i posle njihovog učešća u deliberativnim mini javnostima (DMJ), održanih u Srbiji 2020. godine. Srbija predstavlja uzorni slučaj poslednjeg talasa autokratizacije, putem kog je postala hibridni režim, i pored toga nema razvijenu praksu deliberativnih inovacija. Prilikom sprovođenja mini-javnosti, uveli smo inovaciju u uobičajeni dizajn, tako što su uključeni i aktivni građani - predstavnici lokalnih inicijativa ili društvenih pokreta koji su bili posebno zainteresovani za temu DMJ. Naši nalazi nisu pokazali da je demokratska inovacija uticala na promenu stavova učesnika o privrženosti demokratiji, političkom kapacitetu i političkoj participaciji. Međutim, utvrdili smo da su učesnici DMJ bili manje zadovoljni funkcionisanjem demokratije na lokalnom nivou. Ovo objašnjavamo širim, anti-demokratskim kontekstom hibridnih režima, koji proizvodi neželjene efekte prilikom uvođenja demokratskih inovacija, bar kada se radi o ovim specifičnim dimenzijama političke participacije. Zaključujemo članak sa predlozima za buduća istraživanja, i preporukom da se prilikom dizajniranja demokratskih intervencija u hibridnim režimima uvaže specifičnosti šireg političkog konteksta.

Promises and Challenges of Deliberative and Participatory Innovations in Hybrid Regimes: The Case of Two Citizens’ Assemblies in Serbia

AB  - A worrying trend of autocratization that has been spreading globally in recent years, has thrust forward a new wave of appeals for deliberative and participatory democracy as a remedy for the crisis. With a few exceptions, the majority of participatory and deliberative institutions were implemented in stable democracies. The efforts to institutionalize participatory and deliberative models are almost completely absent in Serbia and other Western Balkan countries. Yet, there has been a trend of citizen mobilization in the form of social movements and local civic initiatives, which are both a symptom of unresponsive and quite openly authoritarian institutions, as well as a potential pathway to democratization. The pace and scope of these developments in the undemocratic societies of the Western Balkan region, in terms of both bottom up and top-down democratic experimentation, call for a better understanding of their internal dynamics, and their social and political impact. Responding to this need, the articles in the special issue focus on social movement mobilizations and deliberative experimentation. 

To begin with, our introductory article focuses particularly on understanding the possible role deliberative institutions could have in hybrid regimes. It looks at the first two cases of deliberative mini publics (DMPs) ever organized in Serbia, analyzing their rationale, specific design, implementation, as well as considering the possible role deliberative institutions could play in the hybrid regime of Serbia.
AB  - Zabrinjavajući trend autokratizacije koja se širi svetom poslednjih godina je pokrenuo novi talas poziva na deliberativnu i participativnu demokratiju kao lek za krizu. Uz nekoliko izuzetaka, većina participativnih i deliberativnih institucija je uspostavljana i sprovođena u stabilnim demokratijama. Napori da se participativni i deliberativni modeli institucionalizuju skoro u potpunosti izostaju u Srbiji i drugim zemljama Zapadnog Balkana. Ipak, ono što je prisutno je mobilizacija građana u okviru društvenih pokreta i lokalnih građanskih inicijativa, koja je istovremeno simptom neodgovornih i sve očiglednije autoritarnih institucija, kao i potencijalni put ka demokratizaciji. Tempo i obim ovakvog razvoja demokratskih eksperimenata, kako onih odozdo nagore tako i onih odozgo nadole, u nedemokratskim društvima regiona Zapadnog Balkana, zahtevaju bolje razumevanje njihove unutrašnje dinamike i njihovog društvenog i političkog uticaja. Kao odgovor na ovu potrebu, članci u ovom tematu stavljaju naglasak na mobilizaciju društvenih pokreta i deliberativno eksperimentisanje.
Na samom početku, naš uvodni članak se posebno fokusira na razumevanje moguće uloge koju bi deliberativne institucije mogle da imaju u hibridnim režimima. AB  - Polazeći od nalaza ranijih istraživanja čiji rezultati govore o nepoverenju građana i građanki Srbije u političke institucije i političke aktere, niskoj izlaznosti na izbore i generalnoj pasivizaciji i apatiji građanstva, autorke se bave razumevanjem vaninstitucionalne političke participacije u Srbiji. U radu se kreće od pretpostavke da navedeni indikatori koji upućuju na povlačenje građana i građanki Srbije iz političkog života ne moraju nužno predstavljati deo istog fenomena. Naime, autorke smatraju da je nužno razlikovati pretpostavke institucionalne i vaninstitucionalne građanske participacije. Sa jedne strane, autorke polaze od teze da visoko poverenje u institucije zapravo može negativno uticati na potrebu građanstva da se mobiliše kako bi ostvarili uticaj na institucije. Istovremeno, građanstvo može biti sklono učestvovanju u političkom životu kroz vaninstitucionalne kanale, ukoliko poseduje razvijen osećaj interne političke efikasnosti, koji ne mora biti u vezi sa responsivnošću političkog sistema.

AB  - This article offers a collectively developed analysis of the Covid-19 crisis as it
relates to contemporary cultures of rejection, i.e. the socio-cultural conditions
in which authoritarian and right-wing populist politics thrive, in Europe. We
explore how the pandemic and its management reinforces, transforms and/or

AB  - According to the results of various studies, women remain responsible
for most household duties. Th is distribution is also refl ected in the position
of women in academia, since the family-dominant model tends to be reproduced within the academic community as well. Th is imbalance is refl ected
in the distribution of “lower rank” jobs in academia, and the shift ing of most
responsibilities for such jobs to women, leaving men with more time to pursue academic work. Th is situation, originating in the issue of family responsibilities, actually raises academic questions. Th e analysis in the paper is based
on empirical insights from a 2017 survey conducted among academic staff at
the University of Belgrade, and focuses on the following question: what factors lead to engagements within the family which seek to change patriarchal
patterns as expressed in the unequal distribution of domestic and family care
work, and which indirectly aff ect the distribution of responsibilities between
men and women in the academic sphere?

AB  - The main focus of our paper is on a specific form of democratic discourse, used in different types of social engagement actions (petitions, speeches, intellectual engagement, ad hoc citizens' protests, social movements etc.), that attempts to politicize a certain issue by challenging the neoliberal principle of instrumentalism which argues that democratic procedures can legitimately be abandoned in the name of the greater efficiency of socioeconomic development. Therefore, we start from identifying the discourse of "neoliberal instrumentalism" and its relative success in delegitimizing the welfare state and mechanisms of democratic decision making and we formulate a conceptual model of a democratic counter-narrative named "anti-instrumentalist discourse". Through empirical analyses of discourse used by We Won't Let Belgrade D(r)own initiative, that mobilized against the Serbian government's urban project Belgrade Waterfront we try to illustrate the applicability and the heuristic value of the proposed model. The data for the analyses were collected through 1) desk analysis of available secondary data on the Belgrade Waterfront project, 2) official statements and proclamations of the We Won't Let Belgrade D(r)own initiative, 3) semi-structured interviews with four core members of the initiative.

AB  - This paper provides a comparative analysis of social movements’ characteristics and capacities to struggle against illiberal tendencies and incite political change in Serbia and North Macedonia. First, we discuss the illiberal elements of political regimes in the countries in question, Serbia and North Macedonia. Then, we provide a comprehensive overview of progressive social movements in the two countries, formed and organized as a response to different authoritarian and non-democratic tendencies. Finally, we point to some differences in their organizing, coalition-forging and issue-defining principles, which, we believe, may help to explain the relative success of social movements in North Macedonia in producing relevant political outcomes, compared to the weak political impact of social movements in Serbia. Razumevanje koncepta rodne ravnopravnosti u normativnom okviru visokog obrazovanja u Srbiji

AB  - Since 2000, a number of legal and political measures and mechanisms
have been implemented to advance gender equality in research and higher education
institutions in Serbia, mainly as a part of the process of harmonisation of legislation
with the EU standards on gender equality. However, while on one side the relatively
high score on the Gender Equality Index is often evoked in political discourse to support
the claim that Serbia is doing well regarding gender equality in higher education, most
of the empirical research done in Serbia reveales persistent gender inequalities, gendered
career possibilities, and unequal working conditions in academia for women and men.
Originating from those contradictary assertations, our main research interest in this
chapter is concerned with the way in which the concept of gender equality is understood
in the normative frame of Serbia. Our hypothesis is that gender inequalities in the
academic sphere are acctually supported by the way in which the concept of gender
equality is framed in the Serbian normative order.
Our study will be based on the analyses of documents that form the normative
framework of gender equality in higher education in Serbia. In addition, we will analyse
the data gathered in interviews with the academics of the University of Belgrade. Hence,
an inappropriate normative framework will be detected, explored, and additionally
explained through its visible practical implications

AB  - The practice of translation and role of translators have become central
in the contemporary world. While the practices of translation in the past
were reserved for cultural and national elites who needed to bring classical
texts, such as the Bible or Greek classics, into their own culture, translation
today permeates everyday life and various aspects of society, becoming
one of the most important features of the multilingual world. This is especially relevant in a European context which is historically constituted as a
space of cultural and linguistic differences and where translators always
played an important role. But only in the last decades, with the institutional
organization of Europe, a need for translation has gained new political and
social dimensions. Current debates on the cultural and political identity of
Europe, on a common European language, on different linguistic heritages
in Europe etc., touch, in one way or another, the principle of translatability
and therefore the possibilities (and limits) of exchange between cultures on
the European continent. The linguistic and idiomatic plurality of Europe
shows that its cultures are already in process of translation, translated or
product of translation, inevitably entangled in other cultural horizons

AB  - U fokusu ove studije nalazi se moć delanja žena koje zauzimaju istaknute funkcije na državnim univerzitetima u Srbiji. Pošli smo od pretpostavke da su naše akterke, najobrazovanije žene u ovom društvu, one čija moć delanja može da doprinese unapređenju položaja drugih žena. Budući da žene čine najveći deo zaposlenih u obrazovanju i nauci, njihovo prisustvo i osvajanje pozicija u sferama koje im po tradiciji ne pripadaju, od značaja su i za eliminisanje rodnih nejednakosti i stereotipnih stavova i u široj društvenoj zajednici. Želeli smo da ispitamo kako one same sagledavaju svoj životni i karijerni put, i da li smatraju da je biti žena igralo neku ulogu na tom putu. Dekonstrukcijom uvreženih, ali i onih manje primetnih stereotipa, težili smo da omeđimo granice rodne ravnopravnosti u najobrazovanijim krugovima našeg društva, u kom i dalje preovlađuje patrijarhalna matrica. Motner i Edvards (Mauthner & Edwards 2010) razlikuju žene od feministkinja na položajima u akademiji, gde potonje karakteriše svest o rodnoj neravnopravnosti kao intersekcionalnom fenomenu koji prožima visoko obrazovanje i nauku, kao i posvećenost promenama u pravcu veće društvene jednakosti. Polazeći od ove distinkcije, namera nam je bila da mapiramo da li među akterkama, ali i akterima studije, postoji feminističko liderstvo i potencijal za promene zatečenog stanja.
