Political Participation in Southeast Europe: A Scoping Review

AB  - The dual crisis of representative democracy and the authoritarian assault on the liberal dimension have challenged the global democratic order. While these parallel processes have been extensively studied, there remains a gap in understanding their implications for the participatory dimension of democracy. This is especially the case for the region of Southeast Europe (SEE), which has been at the forefront of the crisis for more than a decade. What are the key features of the contemporary research agenda on political participation in SEE? What insights does it provide into the evolving trends and patterns of regional participatory practices? This chapter delves into these questions through a scoping review of 149 academic articles addressing political participation in SEE from 2010 to 2022. The observed period is marked by a gradual uptrend in the number of articles, primarily driven by a scholarly interest in unconventional and innovative modes of participation and an emphasis on youth engagement. The results further delineate the characteristics of this academic output in terms of the production of knowledge, geographical emphasis, methodological approaches, target populations and the antecedents and outcomes associated with different forms of political participation. The chapter concludes by identifying literature gaps and suggesting avenues for future research on political participation in SEE.

How to Run a Deliberative Mini-Public in a Hybrid Regime

AB  - Efforts to institutionalize deliberative institutions are almost absent in Serbia and other Western Balkan countries. On the other hand, the growing lack of interest of European societies’ citizens in participating in political life through traditional instruments of representative democracy has caused a renewed concern in the EU and its member states for the promotion and encouragement of deliberative institutions (Reuchamps, Suiter 2016). This has resulted in democratic engineering inspired by the principles of participatory and deliberative conceptions of democracy. Democratic experimentation along these lines, observed in many EU countries, gave rise to the promotion and institutionalization of deliberative institutions (town meetings, citizen assemblies, neighborhood councils, citizen juries, participatory budgets, etc.). However, democratizing effects of deliberation have been a matter of intense political and academic debate for over 20 years. Still, with a few exceptions,
most deliberative institutions were implemented in stable democracies.
While deliberative institutions and other participatory democratic innovations are generally less known in Serbia and the region, there has been a trend of citizen mobilization in the form of social movements and local civic initiatives, which are both a symptom of unresponsive and more openly authoritarian institutions and the potential pathway to democratization (Fiket, Pudar Draško 2021). The pace and scope of these developments in the undemocratic societies of the Western Balkan region, in terms of both bottom-up and top-down democratic experimentation, call for a deeper understanding of their internal dynamics and their social and political impact as both individual cases and parts of a greater cycle of social movement mobilizations and institutional experimentation.

Responding to this need, the research team gathered within the framework of the Jean Monnet network “Active citizenship: promoting and advancing innovative democratic practices in the Western Balkans,” led by the Institute for Philosophy and social theory, University of Belgrade, organized two deliberative mini-publics (DMPs) within an hybrid institutional setting, including in the design of DMPs perspective of social movements and civic initiatives. The aim was to strengthen dialogue between different perspectives, approaches, and fields around deliberative and participatory forms of democracy in an undemocratic environment. This project was carried out in cooperation with the European
Jean Monnet Network ACT WB - Active Citizenship in the Western Balkans, coordinated by the Institute for Philosophy and Social Theory of the University of Belgrade (IFDT), together with four more European universities and the Belgrade Fund for Political Excellence. The planning and implementation of DMPs took place through the cooperation of the Scientific Committee, comprising the following members: Irena Fiket (IFDT), Ana Đorđević (IFDT), Biljana
Đorđević (Faculty of Political Science), Ivana Janković (Faculty of Philosophy), Gazela Pudar Draško (IFDT), Jelena Vasiljević (IFDT), and the Executive Organization Committee (Belgrade Fund for Political Excellence and MASMI).
This handbook aims to present the findings of the research done within this JM network.

The Pandemic in Illiberal Democracies: Challenges and Opportunities for Social Movements in Serbia

AB  - In this article, taking Serbia as a case study, we address the issue of how social movements in illiberal democracies adapted to the effects of the pandemic and the governmental responses. We show that, contrary to expectations, these social movements have intensified their activities and visibility and adapted their agenda during the crisis. Our research studies two movements dealing with socio-economic issues – the right to housing and the right to food as particularly active during pandemics. While the pandemic further constrained the possibility for collective action, these social movements have quickly shifted their priorities towards solidarity with the most vulnerable groups, engaged directly with citizens, and pragmatically approached the polarized media environment, mobilizing broad public support. This finding indicates that social movements in illiberal democracies can exhibit resilience and adaptability to rapidly changing circumstances, even though questions about their sustainability and the attainability of their goals persist.

The War in Ukraine: News Consumption Pattern of Serbian Citizens

AB  - News about the war in Ukraine is still present on the daily agenda in Serbia and the
world, more than a year after the Russian invasion commenced. In times of crisis, such
as this, citizens increasingly rely on the media for truthful and relevant information.
However, the media have experienced a decline in trust in the last decade, and the circulation of
disinformation and fake news has become part of everyday life. This is particularly the case in
Serbia, where the political polarization has spread to editorial policies, media reporting and the
selection of the news. This paper focuses on citizens’ media habits and perceptions of journalistic
reporting regarding the war in Ukraine. It is a part of a broader research, which aimed at
providing a comprehensive understanding of citizens' relationship with news, especially in the
digital environment. It was modeled according to the questionnaire for Digital News Report
developed by the Reuters Institute for the Study of Journalism. The basic questionnaire for 2022
was utilized, along with some questions from the previous years and a supplementary
questionnaire on the conflict in Ukraine. A quota sample was used, consisting of a total of 2,027
adult citizens of Serbia. The results show that people in Serbia rate the media's work much worse
than citizens of other countries when it comes to the war in Ukraine. However, respondents who
are closer to the Russian side in the conflict evaluate media reporting more positively. Unlike
other countries, where people turn to television as the main news source, the results indicate a
significant use of apps and websites of mainstream media in Serbia in this regard. The
importance of this research is that it provides insight into how citizens assess reporting on the
war, a perspective often missing when discussing the media and conflict.

Orban i Vučić: Od različitih početaka do zajedničkih vrednosti

AB  - Poslednjih godina Viktor Orban i Aleksandar Vučić sklopili su jedno od najneočekivanijih partnerstava u Evropi. Njihovi susreti su intenzivirani od pandemije korona virusa, a posebno posle invazije Rusije na Ukrajinu. Danas se čini da Orbanov i Vučićev ideološki diskurs deli mnoge vrednosti: oni su kritični prema Zapadu i dvosmisleni prema Rusiji, protive se vrednostima individualizma i promovišu kolektivističke vrednosti porodice i nacije, istovremeno podrivajući vladavinu prava. Međutim, njihovi ideološki počeci nisu mogli biti drugačiji. Orban je započeo političku karijeru kao prozapadni, disidentski liberalni omladinski lider Fidesa; Vučić je u politiku ušao u iliberalnoj, antizapadnoj Srpskoj radikalnoj stranci. Vučić je 1999. bio ministar informisanja u vladi u ratu sa NATO-om i Mađarskom tadašnjeg premijera Orbana. U ovom radu analiziram putanje Orbanovih i Vučićevih ideoloških pozicija i njihovo postepeno približavanje. Takođe, ispitujem elemente njihovog ideološkog diskursa koji su i danas relativno divergentni i ocenjujem doslednost primene njihovih pogleda na svet. Prateći analizu ideoloških putanja dvojice lidera i stepena njihove koherentnosti, razmatram objašnjenja ovih promena tokom vremena, oslanjajući se na različite teorijske okvire, normativna opredeljenja, instrumentalne vrednosti ideološkog diskursa i efekte difuzije. Da bi se ova objašnjenja testirala, trebalo bi razmotriti najkritičnije razlike između Vučićevih i Orbanovih stavova u prošlosti, tokom rata 1999. i migrantske krize 2015, i njihova naknadna opravdanja. Njihovi odnosi sa liberalnim državama Zapada mogu donekle da objasne konfliktne periode i to kako su dva lidera retroaktivno predstavljali ove događaje. Ovo poređenje razvoja ideoloških diskursa dva autoritarna lidera doprinosi boljem razumevanju varijeteta autoritarnosti u Evropi, međuzavisnosti autoritarnih projekata i njihovih širih implikacija, posebno tokom produbljivanja podela u Evropi.

abstract = "Poslednjih godina Viktor Orban i Aleksandar Vučić sklopili su jedno od najneočekivanijih partnerstava u Evropi. Njihovi susreti su intenzivirani od pandemije korona virusa, a posebno posle invazije Rusije na Ukrajinu. Danas se čini da Orbanov i Vučićev ideološki diskurs deli mnoge vrednosti: oni su kritični prema Zapadu i dvosmisleni prema Rusiji, protive se vrednostima individualizma i promovišu kolektivističke vrednosti porodice i nacije, istovremeno podrivajući vladavinu prava. Međutim, njihovi ideološki počeci nisu mogli biti drugačiji. Orban je započeo političku karijeru kao prozapadni, disidentski liberalni omladinski lider Fidesa; Vučić je u politiku ušao u iliberalnoj, antizapadnoj Srpskoj radikalnoj stranci. Vučić je 1999. bio ministar informisanja u vladi u ratu sa NATO-om i Mađarskom tadašnjeg premijera Orbana. U ovom radu analiziram putanje Orbanovih i Vučićevih ideoloških pozicija i njihovo postepeno približavanje. Takođe, ispitujem elemente njihovog ideološkog diskursa koji su i danas relativno divergentni i ocenjujem doslednost primene njihovih pogleda na svet. Prateći analizu ideoloških putanja dvojice lidera i stepena njihove koherentnosti, razmatram objašnjenja ovih promena tokom vremena, oslanjajući se na različite teorijske okvire, normativna opredeljenja, instrumentalne vrednosti ideološkog diskursa i efekte difuzije. Da bi se ova objašnjenja testirala, trebalo bi razmotriti najkritičnije razlike između Vučićevih i Orbanovih stavova u prošlosti, tokom rata 1999. i migrantske krize 2015, i njihova naknadna opravdanja. It sheds light on the historical context of Russian investments in oil and gas, their impact on Serbia’s energy security, and the complex interplay between Russian, Chinese, and Western interests, local politics, and environmental considerations. As Serbia grapples with a multifaceted energy crisis, potential pathways forward are identified, emphasising the need for diversification in gas suppliers, facilitating the transition to renewables, and navigating the geopolitical intricacies that intertwine with environmental concerns. Failed Expectations: Can Deliberative Innovations Produce Democratic Effects in Hybrid Regimes?

AB  - Participation in deliberation in stable democracies produces effects which are beneficial for democracy, while the results of deliberative innovations in non-democracies are more ambiguous. This article contributes to the debate about the effects of participatory democratic innovations on attitudes, related to democratic commitments, political capacities and political participation, in the increasingly ubiquitous hybrid regimes. We present the evidence collected from the participants before and after deliberative mini publics (DMPs), held in Serbia in 2020. Serbia is an exemplary case of a recent wave of autocratization, which had led to it becoming a hybrid regime, and it had no track record of deliberative innovations. When conducting the mini publics, we introduced an innovation in the standard design, by including active citizens – representatives of local initiatives or social movements particularly interested in the issue of DMPs. We could not find evidence that the democratic innovation affected attitudes of participants regarding democratic commitments, political capacities and political participation. However, we did find that participants of the DMPs became less satisfied with the functioning of the democracy on the local level. We argue that the anti-democratic wider context of hybrid regimes can produce adverse effects when introducing participatory democratic innovations, at least when it comes to this specific dimension of political participation. We conclude with the suggestions for further research, and a call for consideration of the wider political context when designing democratic interventions in hybrid regimes.
AB  - U stabilnim demokratijama učešće u deliberaciji proizvodi efekte koji pogoduju demokratiji, dok su rezultati deliberativnih inovacija u nedemokratijama neodređeniji. Ovaj članak predstavlja doprinos debati o efektima participatornih demokratskih inovacija na stavove o privrženosti demokratiji, političkom kapacitetu i političkoj participaciji u sve prisutnijim hibridnim režimima. U radu predstavljamo rezultate ispitivanja učesnika, pre i posle njihovog učešća u deliberativnim mini javnostima (DMJ), održanih u Srbiji 2020. godine. Srbija predstavlja uzorni slučaj poslednjeg talasa autokratizacije, putem kog je postala hibridni režim, i pored toga nema razvijenu praksu deliberativnih inovacija. Prilikom sprovođenja mini-javnosti, uveli smo inovaciju u uobičajeni dizajn, tako što su uključeni i aktivni građani - predstavnici lokalnih inicijativa ili društvenih pokreta koji su bili posebno zainteresovani za temu DMJ. Naši nalazi nisu pokazali da je demokratska inovacija uticala na promenu stavova učesnika o privrženosti demokratiji, političkom kapacitetu i političkoj participaciji. Međutim, utvrdili smo da su učesnici DMJ bili manje zadovoljni funkcionisanjem demokratije na lokalnom nivou. Ovo objašnjavamo širim, anti-demokratskim kontekstom hibridnih režima, koji proizvodi neželjene efekte prilikom uvođenja demokratskih inovacija, bar kada se radi o ovim specifičnim dimenzijama političke participacije. 2022 Elections in Serbia: The Return of the Opposition?

AB  - The 2022 elections in Serbia have not produced surprising results, nor led to changes of government at any level, with the ruling Serbian Progressive Party maintaining its dominance of Serbian politics. The elections were, however, important, as a point in which the opposition parties ended the boycott of democratic institutions and returned to the parliament. In this election analysis, we describe the political context of the elections, marked by the long-term democratic backsliding, the Covid-19 pandemic measures, the constitutional referendum, mass environmental protest mobilization, and finally the invasion of Ukraine. We explain the ways in which the institutional framework for holding elections has changed and also what has remained unchanged, and how these circumstances affected the candidates and their campaigns. We provide an overview of opinion polls before election day, as well as results of parliamentary, presidential, and Belgrade city elections, and then discuss the election outcomes. The analysis concludes with an overview of post-election political dynamics and discusses possibilities for the opposition parties after their return to the aforementioned representative bodies.

AB  - Globalno demokratsko nazadovanje poslednjih decenija je u različitim kontekstima širom sveta bilo praćeno procesima društvene i političke polarizacije. Populistička retorika podela na “nas” i “njih” je podsticala polarizaciju oko već postojećih ili novih dimenzija. U jednom broju slučajeva, mobilizacija glasača odvijala se oko geografski i statusno određenih vrednosti i interesa, koji bi se mogli svesti na već postojeće razlike između gradskog i seoskog stanovništva. Razlike između birača u urbanim i ruralnim sredinama nisu u svim zemljama podjednako duboke, ali je potencijal za polarizaciju koja vodi demokratskom nazadovanju veći kada se kroz njih prelamaju ekonomska marginalizacija, posebno u procesima ekonomske tranzicije, kao i sukobi oko liberalnih i konzervativnih vrednosti. Cilj ovog rada je da ispita da li je u Srbiji, državi koja u poslednjoj deceniji prolazi kroz naglo demokratsko nazadovanje, moguće identifikovati obrasce urbano-ruralne polarizacije. U empirijskom delu rada prvo se analizira polarizacija kroz izborno ponašanje u periodu od izbora 2012. do 2022. godine, korišćenjem podataka o glasanju na nivou biračkih mesta u gradskim i seoskim sredinama. Da bi se kontrolisala ostala objašnjenja izbornog ponašanja, u drugom delu se analiziraju stavovi birača, koristeći podatke iz anketnih istraživanja u periodu od 2012. do 2022. godine. Konačno, da bi se razumeli mehanizmi koji podstiču polarizaciju, u trećem delu se analiziraju strategije aktera iz partija vlasti i opozicije u ovom periodu, kroz najvažnije ilustrativne slučajeve zastupanja interesa i vrednosti seoskih, odnosno gradskih birača. Preliminarni zaključci ovog rada trebalo bi da, koristeći podatke iz Srbije, informišu i podstaknu širu debatu o različitim oblicima političke polarizacije u državama koje prolaze kroz demokratsko nazadovanje, ali i o mogućim mehanizmima depolarizacije.

Parliamentary and Election Boycotts in Hybrid Regimes: Evidence from Southeastern Europe

AB  - Why do some opposition parties in hybrid regimes escalate their strategies of contention from parliamentary to election boycotts, while others do not? Opposition parties in hybrid regimes engage with a repertoire of extra-institutional strategies, including protests, parliamentary, and election boycotts. These strategies challenge the authoritarian dimension of the regime and aim to level the electoral playing field, but the election boycott strategy carries more risk than the others, as it can marginalize the opposition. I argue that the opposition parties in hybrid regimes are less likely to take part in elections when the expected incumbent’s electoral advantage is high, and when lower-risk extra-institutional strategies such as protests, and parliamentary boycotts are exhausted or not viable. The article presents evidence from Serbia, including data collected through interviews with the members of parliament and opinion polls, tracing the process that led the opposition parties to escalate the 2019 parliamentary boycott towards the 2020 boycott of the elections, despite being aware of the likely adverse effects. I also conduct a comparative analysis of opposition parties in similar contexts of North Macedonia, Montenegro, and Albania that boycotted the parliament but always took part in the elections. The article brings together the detached literature on parliamentary and electoral boycotts and contributes to a better understanding of opposition strategies in hybrid regimes.

Posmatranje izbora 2022. godine: Kako je protekao izborni dan

AB  - Republičke i lokalne izbore u Srbiji 2022. godine posmatrao je veći broj međunarodnih i domaćih posmatrača. U ovom radu posmatranje se predstavlja kao način da se oceni i unapredi kvalitet izbora, i iznose se glavni nalazi posmatranja izbora koje je sprovela organizacija Crta. Detaljno se iznosi metodologija posmatranja izbornog dana na reprezentativnom uzorku biračkih mesta, sa naglaskom na formiranju uzorka, konstrukciji upitnika i obuci posmatrača, i objašnjava se logika zaključivanja na osnovu sakupljenih podataka. Posmatranje izbornog dana potvrdilo je da zvanični rezultati izbora odražavaju rezultate sa biračkih mesta na reprezentativnom uzorku, i da, i kada se uzmu u obzir evidentirane nepravilnosti, održavaju izbornu volju glasača. Dodatno su analizirane reakcije učesnika na izborima, predstavnika kandidata, međunarodnih i domaćih posmatrača, koji nisu suštinski osporavali rezultate izbora. Koristeći rezultate dva anketna istraživanja Crte sprovedena pre i posle izbora dana, analiziraju se i stavovi građana prema izborima. U radu se takođe problematizuje svrha građanskog posmatranja izbornog dana, u širem kontekstu u kom ređe dolazi do direktne manipulacije rezultatima izbora, ali je sve izraženiji problem dugoročna neravnopravnost učesnika. Izborno posmatranje ostaje važno i u takvim okolnostima, kao način da se unaprede izbori u celini, i da se poveća poverenje u demokratiju.

AB  - Digitalne tehnologije imaju sve veći uticaj na politiku u demokratijama i u autokratijama. Intenzivna upotreba tehnologije za nadzor stanovnika navele su autore da govore o informacionim autokratijama ili digitalnom autoritarizmu. U konsolidovanim demokratijama uočava se trend tehno-populizma, fuzije populističke politike i tehnokratskog odlučivanja. Pandemija Covid-19 dodatno je zaoštrila debatu o odnosu tehnologije i demokratije. Ipak, odnos digitalnih tehnologija i autokratizacije u hibridnim režimima ostaje nedovoljno istražen. Cilj ovog rada je da objasni ulogu algoritamskog odlučivanja u legitimizaciji vlasti u Srbiji, gde su uočljivi paralelni procesi autokratizacije i prioritetizacije tehnološkog razvoja i digitalizacije, posebno veštačke inteligencije. Donošenju odluka javnih funkcionera, u koje građani imaju veoma malo poverenja, izvršna vlast nudi algoritamsko odlučivanje kao alternativu. Međutim, kao što je izvršna vlast preuzimala kontrolu nad nezavisnim i regulatornim telima, čije bi odlučivanje trebalo da bude nepristrasno i izolovano od političkih uticaja, i procesi algoritamskog odlučivanja dizajniraju se tako da se ishodi mogu uskladiti sa političkim interesima vlasti. Načini kojim se osigurava pristrasnost odlučivanja ilustruju se kroz tri slučaja: dodeljivanje predmeta sudijama, prijavljivanje za kupovinu stanova pripadnika snaga bezbednosti i izbor nevladinih organizacija za procenu rizika od finansiranja terorizma. Rad se na kraju osvrće na perspektive algoritamskog odlučivanja u kontekstu demokratskog nazadovanja u regionu.
