AB  - Oslonjeni pre svega na analize i sugestije Ransijera i Levi-Strosa, autori rada nastoje da izlože kritiku hijerarhijski vrednovanih orijentira putovanja i obrazovanja. Prvi deo rada posvećen je zapadnim putnicima i njihovom „civilizatorskom“ odnosu prema drugim, dotad nepoznatim, predelima i narodima. Drugim delom rada ustanovljava se analogni obrazac i kada je reč o odnosu koji se uspostavlja u obrazovnom procesu, u kojem takođe novo i nepoznato valja savladati, osvojiti i pokoriti neupitnim znanjem. U zaključku se sugeriše mogućnost dekonstrukcije predefinisanog poretka civilizacije i/ili znanja, ne bi li se najavila mogućnost afirmisanja razlike, bez dominacije i učenja, bez jednoznačnog objašnjenja; mogućnost koja bi možda mogla da se ostvari s odstupanjem od iluzije o univerzalnoj merodavnosti Znanja i njegovog posednika.
AB  - Relying primarily on the analyses and suggestions by Rancière and Lévi-Strauss, the authors of this paper endeavour to present a critique of the hierarchically valued landmarks of travelling and education. The first part of the paper is dedicated to Western travellers and their ‘civilising’ treatment of other landscapes and peoples, previously unknown. The second part of the paper identifies an analogous pattern when it comes to relationship established in the educational process, where the new and the unknown also have to be mastered, conquered, and subdued by unquestionable knowledge. The conclusion suggests the possibility of deconstructing the predefined system of civilisation and/or knowledge, with a view to creating the possibility for the affirmation of differences without domination, as well as learning without an unambiguous explanation, a possibility that may perhaps materialise with the abandoning of the illusion about the universal authority of Knowledge and its possessor.

Zašto skrenuti s puta: obrazovanje i putovanje

AB  - Različite obrazovne paradigme često su predstavljane jednom istom metaforom:
metaforom putovanja. U prvom delu rada izlažu se tipični primeri istovećenja obrazovanja
i putovanja i rekonstruišu razlozi njihovog povezivanja. Potom se metafori putovanja
suprotstavlja metafora lutanja – upravo da bi se istakao njen previđan, zaboravljan
ili zanemarivan, ali makar podjednako dragocen obrazovni potencijal. Najzad se sugeriše
napuštanje vizije unapred konačno određenog skupa vrednosti koje zastupa obrazovanje,
u korist otvaranja mogućnosti koje diverzitet njegovih putanja pruža. Kritičkom analizom
razumevanja putovanja Odiseja, Rusoovog Emila, Robinzona Krusoa, kao analogona
obrazovne avanture, pokazuje se da nije ni uputno ni plodonosno besprizivno usvojiti i
slediti obrazac po kome su početak obrazovanja (tačka polaska) i njegov cilj (tačka dolaska
ili odredište) strogo definisani, naročito ukoliko on podrazumeva isključenje svakog odstupanja
od trajektorije koja spaja „ishodište” i „odredište“. Inspiraciju i svojevrsnu šifru
za alternativni model obrazovne procedure, kojim bi se izbegle manjkavosti njenog shvatanja
kao manje ili više pravolinijskog i jednodimenzionalnog transfera znanja i veština,
autori pronalaze u deridijanskom poimanju derive.
AB  - Different educational paradigms are often represented by the same metaphor:
the metaphor of a journey. In the first part of the paper, typical examples of equating
education with travelling are presented and the underlying reasons for their connection
are reconstructed. Then, the metaphor of wandering is contrasted with that of travelling –
precisely to highlight its overlooked, forgotten, or neglected, but at least equally valuable
educational potential. Finally, it is suggested to abandon the vision of a predefined set of
values that education represents, in favour of opening up the possibilities offered by the
diversity of its paths. Through a critical analysis of the understanding of the journeys of
Odysseus, Rousseau’s Emile, and Robinson Crusoe, as analogues of educational adventures,
it is shown that it is neither advisable nor fruitful to uncritically adopt and follow a
pattern where the beginning of education (the point of departure) and its goal (the point
of arrival or destination) are strictly predefined, especially if it entails the exclusion of any
deviation from the trajectory connecting the „origin” and „destination”. Inspiration and
a kind of code for an alternative model of educational procedure, which would avoid the
shortcomings of its understanding as a more or less straight-line and one-dimensional
transfer of knowledge and skills, are found in Derrida’s concept of dérive.

AB  - Most ancient philosophical, especially ethical, theories devoted a lot of attention to the
wellbeing of citizens in the ancient polis (πόλις), with the main goal of exploring how to achieve
happiness and comfortable, meaningful life. This was mainly explained by combining two
concepts – eudaimonia (εὐδαιμονία) – flourishing, wellbeing, a kind of happiness that entails life
led, ruled and guided by reason, and hedone (ἡδονή) – pleasure as a goal of life and ultimate aim
of philosophy. However, hedonism has often been juxtaposed with egoism, with the explanation
that the only thing people desire for their own sake is pleasure.
In the consumerist and materialistic society in which we live today, selfishness is common, especially
in cities – centres of human interaction in a very limited space, with limited resources, and shared
goods, which even brought us to “The Tragedy of the Commons” as put by some scholars.
Therefore, the main question posed in the presentation is how to equilibrate this dichotomy of
seeking and achieving one`s own pleasure, without jeopardizing others` wellbeing in a city, that
is, achieving some kind of altruistic hedonism in a specific place.
One of the first steps might be demanding a careful and delicate holistic approach to production
and development of cities in order to integrate materiality of architectural forms and urban
infrastructure, with immaterial social, cultural and economic events that take place in a city. These events and behaviours strongly depend on the social reality and the context in which events take
place. Even though already with the urban uprising in the 1960s and 1970s scholars spoke about
just cities and right to cities, it is of utmost importance to reconsider these ideas once more.

“Keep up the Good Work, Za naš Kej!” Citizens’ Passive Support to the Local Activist Group

AB  - Deep-rooted political turbulence, along with the present hybrid regime, have resulted in an undesirable social, economic and political milieu in Serbia. Such an atmosphere is a fertile ground for a grey economy, corruption, nepotism and restrictions to media freedoms. These ‘unconventional’ means of social functioning, have caused a decline in trust towards state institutions and proportionally, increase of citizen participation in non-institutional models of engagement. 

The aim of this paper is to analyse one such model of non-institutional engagement: the local activist group Za naš Kej, operating in the area Savski blokovi (Sava apartment blocks) in New Belgrade. The authors analysed local residents’ perception of the activist group Za naš Kej in comparison to the group’s narratives and actions. By using a grounded theory approach authors explained the role of groups such as Za Naš Kej in the development of participatory and deliberative democracy within the local community. 

Our data indicates that Za naš kej, despite its local character, does not have a strong foothold in the community, and thus receives only passive support. Citizens perceive Za naš kej as mediator between local institutions and residents of the Sava apartment blocks. Despite the failure to mobilise a wider group of citizens for their cause, this activist group continues to be a relevant (political) actor within the local community.
AB  - Duboko ukorenjene političke turbulencije, zajedno sa sadašnjim hibridnim režimom, dovele su do nepoželjnog društvenog, ekonomskog i političkog miljea u Srbiji. Takva atmosfera je plodno tlo za sivu ekonomiju, korupciju, nepotizam i ograničavanje medijskih sloboda. Ovi „nekonvencionalni“ načini društvenog funkcionisanja, izazvali su smanjivanje poverenja u državne institucije i srazmerno tome, porast učešć a građana u vaninstitucionalnim modelima angažovanja.
Cilj ovog rada je da se analizira jedan takav model vaninstitucionalnog angažovanja: lokalna aktivistička grupa Za naš kej, koja deluje u Savskim blokovima na Novom Beogradu. Autorke su analizirale percepciju lokalnog stanovništva o aktivističkoj grupi Za naš Kej u poređenju sa narativima i akcijama grupe. Korišć enjem utemeljenog teorijskog pristupa autorke su objasnile ulogu grupa kao što je Za Naš Kej u razvoju participativne i deliberativne demokratije u lokalnoj zajednici.
Naši podaci govore da Za naš kej, i pored svog lokalnog karaktera, nema čvrsto uporište u zajednici, pa stoga dobija samo pasivnu podršku. Građani vide Za naš kej kao posrednika između lokalnih institucija i stanovnika stambenih blokova pored Save. Uprkos neuspehu da mobiliše širu grupu građana, ova aktivistička grupa nastavlja da bude relevantan (politički) akter u lokalnoj zajednici.

Such an atmosphere is a fertile ground for a grey economy, corruption, nepotism and restrictions to media freedoms. These ‘unconventional’ means of social functioning, have caused a decline in trust towards state institutions and proportionally, increase of citizen participation in non-institutional models of engagement. 

The aim of this paper is to analyse one such model of non-institutional engagement: the local activist group Za naš Kej, operating in the area Savski blokovi (Sava apartment blocks) in New Belgrade. The authors analysed local residents’ perception of the activist group Za naš Kej in comparison to the group’s narratives and actions. By using a grounded theory approach authors explained the role of groups such as Za Naš Kej in the development of participatory and deliberative democracy within the local community. 

Our data indicates that Za naš kej, despite its local character, does not have a strong foothold in the community, and thus receives only passive support. Citizens perceive Za naš kej as mediator between local institutions and residents of the Sava apartment blocks. Despite the failure to mobilise a wider group of citizens for their cause, this activist group continues to be a relevant (political) actor within the local community., Duboko ukorenjene političke turbulencije, zajedno sa sadašnjim hibridnim režimom, dovele su do nepoželjnog društvenog, ekonomskog i političkog miljea u Srbiji. Takva atmosfera je plodno tlo za sivu ekonomiju, korupciju, nepotizam i ograničavanje medijskih sloboda. Ovi „nekonvencionalni“ načini društvenog funkcionisanja, izazvali su smanjivanje poverenja u državne institucije i srazmerno tome, porast učešć a građana u vaninstitucionalnim modelima angažovanja.
Cilj ovog rada je da se analizira jedan takav model vaninstitucionalnog angažovanja: lokalna aktivistička grupa Za naš kej, koja deluje u Savskim blokovima na Novom Beogradu. Autorke su analizirale percepciju lokalnog stanovništva o aktivističkoj grupi Za naš Kej u poređenju sa narativima i akcijama grupe. Korišć enjem utemeljenog teorijskog pristupa autorke su objasnile ulogu grupa kao što je Za Naš Kej u razvoju participativne i deliberativne demokratije u lokalnoj zajednici.
Naši podaci govore da Za naš kej, i pored svog lokalnog karaktera, nema čvrsto uporište u zajednici, pa stoga dobija samo pasivnu podršku. Građani vide Za naš kej kao posrednika između lokalnih institucija i stanovnika stambenih blokova pored Save. Uprkos neuspehu da mobiliše širu grupu građana, ova aktivistička grupa nastavlja da bude relevantan (politički) akter u lokalnoj zajednici.",

AB  - The present paper focuses on the area of the Serbian capital marked off by two transnational
rivers, the Sava and the Danube and by their confluence, which determined the birth and
development of Belgrade. This area, target of radical and illegal urban transformations in the last
decade, is analysed focusing on local activist groups’ engagements and their reactions to these
dynamics. The case explored is a specific place in Belgrade: river Sava and the banks in the

AB  - The paper explores sensitive relation between built heritage and modernisation in the urban context. Heritage reflects the past, but it is now widely accepted to be inherently present-orientated and political, because decisions concerning which parts of the past should be protected and in what way, play a key role in how groups portray their peoples’ history, shared identity and collective memory to the outside world. 
The focus of the analysis is on the area around the confluence of two international rivers – the Sava and the Danube – in Belgrade, locally called Ušće, which was a strategic point for the city’s birth and development on the account of its topographical and natural features.  Once again in Belgrade’s history, this area is in the centre of attention, this time as the main location of the ongoing process of Belgrade`s radical urban change/development.
Impossible to separate from heritage, the term landscape will be explored in the context of Ušće, as it refers to a complex and fluid concept, which perfectly depicts the relation between physical environment and cultural and social meanings of a certain place.  Hence, the tools and processes of identification, conservation and management of both extraordinary heritage and ordinary landscape are growing ever closer (Council of Europe, 2000).

AB  - The purpose of this paper is to examine some of the numerous circumstances that the whole world faced in 2020 due to the unprecedented Covid-19 outbreak. By sourcing the inspiration in Heritage Studies, the focus is on the impacts that Coronavirus has had on travel, cultural tourism and that way on art, culture and heritage itself. In addition, the paper introspects how did the globalization and rapid technological development bring to the immediate transition from material/traditional ways of preserving and interpreting heritage to the digital/virtual ones. Through some examples, we will see the challenges that heritage managers and stakeholders have faced in this state of emergency, but also some of the best practices that allowed people to consume heritage from their homes. Due to the fact that the Coronavirus pandemic is still active at the moment of writing these lines, precise and thorough analysis of the matter are still impossible. However, some initial reflections are more than welcome, since this situation will definitely have long-term impacts on our society and needs to be addressed immediately and seriously.

AB  - Purpose: The purpose of this paper is to examine the emerging practices of the “tourism of the ordinary” in the wider frame of post-socialist transformation of Serbia’s capital city – Belgrade. By sourcing the inspiration in cultural studies and classics of the studies of the ordinary, focus is directed to the patterns of tourism consumption of practices, places and people that do not fall in the category of tourism attraction. The attention is drawn to New Belgrade (Novi Beograd in Serbian), residential part of Belgrade built predominantly after the Second World War. New Belgrade lacks proper tourism infrastructure, commoditized attractions and consumerable tourism experiences on a large scale. Nevertheless, this part of the city is slowly becoming explored by tourists individually or in organized walking or cycling tours. Visits to New Belgrade are most often connected to alternative or hip visitors and have the allure of both urban exploration and cultural practice, as the tours are offered by specialist architectural organizations or individual guides. By introspecting the case of New Belgrade, this paper attempts to address the prospect that ordinary exist only in relation to the attraction and that its appeal comes from the fact that what is ordinary to someone is attraction to another. Design/methodology/approach: As far as specific approach is concerned, some archival and librarian materials have been analyzed in order to map the territory that is being researched (New Belgrade) and to frame the significance of potential heritagisation (Harrison, 2013) on the built environment and its territory. Further, relevant websites and both primary and secondary resources have been consulted. This mostly refers to the websites of Tourist Organization of Belgrade (TOB) and the Institute for the Protection of Cultural Monuments in Belgrade as two most relevant bodies connecting the urban fabric of the city and its tourism valorization. Findings: In this paper, the authors have tried to demonstrate how tourism of the ordinary might be conducted in urban environment that lacks no tangible resources, whose physical physiognomies are not insignificant and which, in another, alternative tourism regime might be considered attractions. However, in the specific set of characteristics spanning from contested past to ambiguous contemporary valorization, New Belgrade remains an uncharted part of the city for much of the mainstream tourism, leaving its charms for very few visitors, most often engaged in interest of the “ordinary.” Originality/value: Although Belgrade is experiencing steady rise in numbers regarding tourist arrivals, length of stay and on-site expenditure, New Belgrade is nowhere to be seen on the map of tourism offer, as per Belgrade’s Tourism Organization. TOB’s official web page, at the time this piece is written, in the section Attractions, mentions nothing regarding New Belgrade. Among 13 entries – 12 are historic sites of more than a century behind them and one is a lake and outdoor destination.

AB  - Belgrade (Serbia) has been passing through the post-socialism
transformation for decades. The last several years have been marked
by drastic urban changes on the one hand and non-governmental
organizations` fights against that on the other. The present Serbian
government has been planning and implementing projects mostly
describable as attractive and grandiose, while on the opposite side,
anti-regime organizations propose the alternatives. It seems that the
layers between the alternative and the attractive are skipped, which
demands an explanation and possible solution. Another burning
issue is “the decontextualization” of the city – misused and perplexed
layers in Belgrade`s structure, referring especially to the organization
and implementation of culture and heritage in the public space.

AB  - Following social, cultural and economic developments in the world of contemporary tourism, “Airbnb” service for peer-to-peer short term lodging rental emerged as a major player in tourism accommodation business. Many available units are in fact historic house museums, sourcing their hospitality attractiveness in the same qualities outlined by the “classic” historic house museums – authenticity and interconnections between space, landscape, inhabitants and collections with the broader cultural context. This paper seeks to examine the impact of the “Airbnb” system on the development of reversed historic house museums by bringing up the case of Yugodom – short term stay accommodation in downtown Belgrade. Term reversed historic house museums describes spaces that do not tell the story based on the former inhabitants and their impact on broader socio cultural milieu, but spaces that are created as live-in museums for the sole purpose of providing tourist accommodation. Due to its unique interior design based on the aesthetics of former Yugoslavia, Yugodom has been perceived by the tourists and both local and international media as a museum space, showcasing the authentic Yugoslav home. While describing how this live-in museum was created, this paper will contextualize and examine the potential of reversed historic house museums in enriching both tourism and museum scene of the destination.

AB  - Contemporary digital age is relying upon constant changes in the ways new technologies are used in forming authentic forms of networking. Taking into the account the development of sharing economies and their impact on the hospitality accommodation market, this paper will bring forward the processes through which informal short-stay accommodation units are articulated into museum spaces that bring multiple benefits to tourism destinations.

AB  - This paper deals with the burning issue of sustainable tourism development in Belgrade, with an emphasis on re-interpretation and re-narration of local cultural and natural heritage. In order to understand the turbulent past, explain it in the present and preserve it for the future, this work enhances the symbiosis of specific geo-political position and natural preferences of Belgrade, being the starting point for interpretation of its heritage. Referring to studies about the city in a present-day form, the paper will show the crucial function of reading the signs that speak for a space significantly transformed through time. Furthermore, narration as the most important tool for increasing the knowledge and value of a place and its heritage will be underlined. The work refers to the local communities (in sense of understanding their multiple identity and heritage) as well as visitors, within the perspective of the so called “tourist gaze” (John Urry). One of the steps will be an attempt to re-interpret the significance of the Sava and Danube and their confluence in both natural and cultural sense.
