AB  - Attempts at defining solidarity inevitably face the following challenges (and possibly many more): 1) What is the “proper slot” for solidarity on the continuum from empathy to cooperation and mutual aid? 2) Are we discussing the same phenomenon when describing intra-group solidarity, in¬ter-group solidarity, communal solidarity, or international humanitarian solidarity (in what sense does the scale matter)? 3) Is it part of our biological predisposition (an evolutionary trait) or is it true that solidarity will not emerge spontaneously from social processes but can only be built (or eroded) through political action? 

For this reason, solidarity is typically approached through strategies of differentiation and classification. Efforts are made to distinguish between social, civic, and political solidarity, or inter- and intra-group solidarity; or to argue for the difference between solidary attitudes and emotions on the one hand, and behaviour and collective action on the other. In my presentation, I will argue that the distinctive feature of solidarity, as a form of prosocial behaviour, is that it is constitutive of political communities. In particular, I will try to define solidarity through its historical and ontological relevance to citizenship. 

I build on scholarship emphasizing the political nature of solidarity (Scholz), as “a principle that can inspire and guide action” (Arendt), as an ongoing commitment to “a community of interests, shared beliefs and goals” (hooks), “based on we-thinking” where “the target of concern” is “us together” rather than the wellbeing of the other (Laitinen and Pessi). I will also point to the fact that discourses and practices of solidarity play an important yet ambiguous role in any citizenship regime. It can promote interdependence and full inclusion, while at the same time solidifying the exclusionary “we” through the “destructive solidarity of us-against-them” (Sennett). The ambiguous role of solidarity, I argue, becomes especially obvious today, in neoliberal regimes, where calls for solidarity can be deployed to foster very distinct, arguably mutually opposing, kinds of political subjectivities and citizen activism.

In this paper we will approach the subject through the findings obtained from three countries with different political cultures and social and political trust levels: Denmark, Poland and Serbia. The sample consists of six social movements: one environmental movement from each country, the refugee solidarity movement from Denmark, All-Polish Women Strike from Poland, and an anti-eviction movement from Serbia. We will analyse the social movements’ attitudes toward, and the perceived effects of their cooperation with GOs and NGOs, particularly concerning trust relations within the movements and beyond. In the analysis we will focus on the role of two factors: social movements’ concrete short and long-term goals and the role of political, social, and cultural contexts.

AB  - While the narratives of democratization and Europeanization had significant
mobilizing potential in the Western Balkans during the 1990s and early 2000s, their
relevance has been largely undermined by recent political developments in the region
and growing crises of solidarity within the EU. This article offers a novel perspective
for understanding the prospects of an EU future for the Western Balkans, through a
discussion of the ideas and practices of political solidarity. It introduces the need to
differentiate between reactive and institutional solidarity, and argues that institutional
solidarity has a unique potential to mobilize the attention and commitment of citizens
by offering a projection of a durable and sustainable political community organized
around the principles of social justice and equality. Operationalizing this has become a
necessary precondition not only for the “European future” of the Western Balkans but
also for the future of the European project itself.

AB  - Participation in deliberative arenas is often lauded for its transformative impact on citizens’ attitudes, sense of agency and ability to formulate concrete policy proposals. The focus of this paper is the first ever deliberative mini public in Belgrade, centred on the topic of expanding the pedestrian zone and rerouting traffic in the city core. By relying on a set of qualitative and quantitative data collected before and after the deliberation, we aim to explore the effects of the public deliberation on the participants’ knowledge, attitudes and preferences. Our hypothesis was that participation in this deliberative process led to better understanding (enhanced knowledge) of the discussed topic and change in attitudes and preferences regarding its realization. The scope of this study is limited, given the non-experimental design and small sample. Overall, the results indicate that participants` knowledge on the topic of deliberation is enhanced, becoming more precise, elaborate and encompassing different perspectives. As for the attitudes and preferences, in most cases, around two-thirds of the sample changed their positions, while about a third of the sample changed sides, mostly agreeing less with the expansion of the pedestrian zone. The findings support the conclusion that, on a local level, deliberation has the capacity to inform and enhance competence for greater political participation.
AB  - Učešće u deliberativnim arenama često se pozitivno ocenjuje zbog transformativnog uticaja na stavove građana, na njihov osećaj moći delovanja i na njihovu sposobnost da formulišu konkretne predloge javnih politika. U fokusu ovog rada je prva deliberativna mini javnost u Beogradu, organizovana na temu proširenja pešačke zone i preusmeravanja saobraćaja u centralnom delu grada. Oslanjajući se na skup kvalitativnih i kvantitativnih podataka priku-pljenih pre i posle deliberacije, cilj nam je da istražimo efekte javne rasprave na znanje, sta-vove i preferencije učesnika. Naša hipoteza je da je učešće u ovom deliberativnom procesu dovelo do boljeg razumevanja (produbljenog znanja) diskutovane teme, kao i do promene stavova i preferencija u vezi s njenom realizacijom. Iako je opseg studije ograničen, s obzirom na njen neeksperimentalni dizajn i mali uzorak, izvedeni rezultati pokazuju da se znanje uče-snika o temi unapredilo, postalo preciznije, razrađenije i otvorenije za različite perspektive. Što se tiče stavova i preferencija, oko dve trećine uzorka je promenilo stav, po najvećem broju pitanja, dok je oko jedna trećina promenila stranu, uglavnom u pravcu manjeg slaganja s predlogom proširenja pešačke zone. Nalazi podržavaju zaključak da, na lokalnom nivou, deliberacija ima kapacitet da informiše učesnike i unapredi njihove kompetencije za šire političko učešće.

AB  - The past decade in the Western Balkans has seen a proliferation of civic initiatives and protest. Whereas their success has varied, they showed that many citizens in the region are deeply dissatisfied with the lack of accountability of the ruling regimes, and ready to actively engage in their societies. Local civic initiatives and new forms of civic engagement prove to be worthy of further attention for exploring democratization potentials in the region. With their focus on tangible and concrete issues affecting that are affecting the daily lives of citizens, they have a high mobilization potential and ability to cut across ethnic divides and enhance citizens’ sense of agency. Even with limited impact achieved or fast dissipation, they nevertheless create a new momentum in the public discourse and collective memory, from which the new opportunity structures emerge for future possible changes.

Međutim, dok se akcenat prevashodno stavlja na pitanja zašto neke predstave o prošlosti postaju dominantne u odnosu na druge, zašto se preferirane slike prošlosti menjaju tokom vremena, kao i kako se, pod kojim okolnostima i uz pomoć kojih aktera ove izmene u odabiru i predstavljanju „poželjne“ prošlosti odigravaju, manje se pažnje poklanja pitanju smene dominantnih medija kojima se slike prošlosti prenose. Istraživačko pitanje ovog rada jeste zašto u određenim društvenopolitičkim okolnostima i istorijskim periodima neke umetničke forme postaju naročito relevantne za kolektivne predstave  o  deljenoj  prošlosti.  Mogu  li  nam  same  umetničke  forme,  kao  mediji prenošenja poruka iz prošlosti, reći nešto o društveno-istorijskoj funkciji kolektivnog sećanja, kao i o samom društvu koje se na ovaj način „obraća“ svojoj prošlosti? U pokušaju da ponudi potvrdni odgovor na ovo pitanje, rad će se osvrnuti na favorizovane umetničke izraze sećanja na Drugi svetski rat u tri vremenska trenutka, u socijalističkoj Jugoslaviji i nakon nje: radi se o okvirnim vremenskim periodima kada se sećanje na Drugi svetski rat: 1) ozvaničava i institucionalizuje kao narativ o partizanskoj borbi i pobedi; 2) osporava, te preoblikuje u „disidentski“ narativ; 3) preuzima od nekadašnjeg oficijelnog sećanja i pretvara u oblik društveno-kulturne kritike.
AB  - In memory studies, the importance of textualization and visualization (cultural mediation) of the socially shared memories of the past is particularly emphasized. However, while the accent is on the issues of the reasons for some
representations to become dominant in relation to others, why the preferred images of the past change over time, as well as of the circumstances and actors
that facilitate these changes in the choice and representation of the “desirable”
past, less attention is paid to the change in the dominant media through which
these images are transferred. This paper examines the reasons behind certain
socio-political circumstances and historical periods that render particularly relevant some artistic forms in collective representations of the shared past. Can
the artistic forms themselves, as the media of transfer of the messages from the
past, testify of the socio-historical function of collective memory, as well as of
the society that “addresses” its past in this manner? Aiming for the affirmative
answer to this question, the text discusses the favoured artistic expressions of the memory of the World War II in three chronological segments in the socialist
Yugoslavia and after its collapse, when the memory is 1) marked and institutionalized as the narrative of the partisans’ struggle and victory; 2) disputed and
reshaped as the “dissident” narrative; and 3) taken over from the former official
memory and transformed into a form of social-cultural critique.

AB  - In the Western Balkans, issues linking trust and democracy acquire particular
importance and urgency in the wake of the Covid crisis. Based on a large-scale
public opinion poll carried out in the six countries of the Western Balkans,
this brief shows that the pandemic has exacerbated the region’s issues with
trust in public institutions even further. The study finds that the reticence of
publics to undergo vaccination is directly linked with mistrust in governments,
corroborating earlier research by BiEPAG that warned about the wide diffusion
of coronavirus-related conspiracy theories in the region and their relation with
vaccine scepticism. The brief also points to the profiling of a trend termed
‘authoritarian production of trust’ in the largest country of the region, Serbia.
Yet, it also identifies a ‘constituency of change’ with similar characteristics
across the region: a picture that opens space to invest trust in new actors able to
advance genuine progressive causes in South East Europe, beyond and instead
of captured institutions and the respective party establishments.

AB  - A tanulmánykötet a Belgrádi Egyetem Filozófiai és Társadalomelméleti
Intézetében évek óta zajló munkának és együttműködésnek az eredménye.
Ezt illetően érdemes kiemelni, hogy – bizonyos korábbi kezdeményezések
nyomán – 2014-ben alakult meg az intézetnek az elköteleződéssel
foglalkozó kutatócsoportja, Grupa za studije angažovanosti,
avagy Group for Social Engagement Studies néven. A csoport mindenekelőtt
olyan elméleti, illetve empirikus kutatások folytatását tűzte ki
céljául, melyek az angazsáltságot sokrétűségében ragadják meg, figyelembe
véve, ahogyan a fennálló normák és szabályok kritikai reflexióját
végzi, s ahogyan ezzel a társadalmi változások motorjává válik. Az
intézet nyitottsága és több szakterületre való figyelme nagyban segítette
az elköteleződésre vonatkozó vizsgálódások elmélyítését. Filozófusok,
szociológusok, irodalomtudósok, történészek, antropológusok, politikatudománnyal
foglalkozók, szlavisták és mások vállalták, hogy feltárják
e problémakör különböző vetületeit, a fogalomtörténeti mozzanatait,
a társadalomtudományi kutatásokban való alkalmazhatóságát vagy
a rokon jelenségekkel (aktivizmus, ellenállás stb.) való összefüggéseit.
Egyebek mellett abból a belátásból indultak ki, hogy az elköteleződés sui
generis, más cselekvési formákban nem feloldható tevékenység, és számos,
a társadalomelemzésben nem kellőképpen kiaknázott lehetőséget
rejt magában. Talán mondanunk sem kell, e megközelítés révén egyúttal
az a kérdés is felmerült, hogy vajon a tudományos tevékenység, és ezen
belül magának az elköteleződésnek a kutatása mennyiben lehet maga is
elkötelezetté. Jelentős részben az intézeti hagyományokból következett
az az attitűd, amely a nyilvános szerepvállalást, a kulcsfontosságú közvitákban
való részvételt és állásfoglalást az elköteleződéstanulmányok
elengedhetetlen folyományának tekintette.

Intézetében évek óta zajló munkának és együttműködésnek az eredménye.
Ezt illetően érdemes kiemelni, hogy – bizonyos korábbi kezdeményezések
nyomán – 2014-ben alakult meg az intézetnek az elköteleződéssel
foglalkozó kutatócsoportja, Grupa za studije angažovanosti,
avagy Group for Social Engagement Studies néven. A csoport mindenekelőtt
olyan elméleti, illetve empirikus kutatások folytatását tűzte ki
céljául, melyek az angazsáltságot sokrétűségében ragadják meg, figyelembe
véve, ahogyan a fennálló normák és szabályok kritikai reflexióját
végzi, s ahogyan ezzel a társadalmi változások motorjává válik. Az
intézet nyitottsága és több szakterületre való figyelme nagyban segítette
az elköteleződésre vonatkozó vizsgálódások elmélyítését. Filozófusok,
szociológusok, irodalomtudósok, történészek, antropológusok, politikatudománnyal
foglalkozók, szlavisták és mások vállalták, hogy feltárják
e problémakör különböző vetületeit, a fogalomtörténeti mozzanatait,
a társadalomtudományi kutatásokban való alkalmazhatóságát vagy
a rokon jelenségekkel (aktivizmus, ellenállás stb.) való összefüggéseit.
Egyebek mellett abból a belátásból indultak ki, hogy az elköteleződés sui
generis, más cselekvési formákban nem feloldható tevékenység, és számos,
a társadalomelemzésben nem kellőképpen kiaknázott lehetőséget
rejt magában. Talán mondanunk sem kell, e megközelítés révén egyúttal
az a kérdés is felmerült, hogy vajon a tudományos tevékenység, és ezen
belül magának az elköteleződésnek a kutatása mennyiben lehet maga is
elkötelezetté. Jelentős részben az intézeti hagyományokból következett
az az attitűd, amely a nyilvános szerepvállalást, a kulcsfontosságú közvitákban
való részvételt és állásfoglalást az elköteleződéstanulmányok
elengedhetetlen folyományának tekintette.",

usually operates as the “social glue” for the latter, holding together its formal components such as rights, duties, and membership criteria. The “we” that sets the parameters
for membership and equality is not only legally defined but also discursively produced
and maintained. Here, the rhetoric of solidarity plays an important yet ambiguous role,
as it can advocate for interdependence and full inclusion while at the same time
solidifying the exclusionary “we.” The aim of this article is to show how solidarity
reasoning—the question of with whom we should be solidary and why—plays a functional role in maintaining citizenship agendas, and how this reasoning changes to support and enable shifts in these agendas. The dominant solidarity narratives that have
supported prevailing citizenship agendas in Serbia (and across the post-Yugoslav
space) over the last couple of decades will be discussed, as will counter-narratives that
have served to destabilize hegemonic agendas by envisioning citizenship communities
differently. Today, the ambiguous role solidarity can play within a citizenship agenda
becomes especially obvious in neoliberal regimes, where, as I will show in the case of
contemporary Serbia, calls for solidarity can be deployed to foster very distinct, arguably mutually opposing, kinds of political subjectivities and citizen activism.

AB  - The main focus of our paper is on a specific form of democratic discourse, used in different types of social engagement actions (petitions, speeches, intellectual engagement, ad hoc citizens' protests, social movements etc.), that attempts to politicize a certain issue by challenging the neoliberal principle of instrumentalism which argues that democratic procedures can legitimately be abandoned in the name of the greater efficiency of socioeconomic development. Therefore, we start from identifying the discourse of "neoliberal instrumentalism" and its relative success in delegitimizing the welfare state and mechanisms of democratic decision making and we formulate a conceptual model of a democratic counter-narrative named "anti-instrumentalist discourse". Through empirical analyses of discourse used by We Won't Let Belgrade D(r)own initiative, that mobilized against the Serbian government's urban project Belgrade Waterfront we try to illustrate the applicability and the heuristic value of the proposed model. The data for the analyses were collected through 1) desk analysis of available secondary data on the Belgrade Waterfront project, 2) official statements and proclamations of the We Won't Let Belgrade D(r)own initiative, 3) semi-structured interviews with four core members of the initiative.

AB  - This paper provides a comparative analysis of social movements’ characteristics and capacities to struggle against illiberal tendencies and incite political change in Serbia and North Macedonia. First, we discuss the illiberal elements of political regimes in the countries in question, Serbia and North Macedonia. Then, we provide a comprehensive overview of progressive social movements in the two countries, formed and organized as a response to different authoritarian and non-democratic tendencies. Finally, we point to some differences in their organizing, coalition-forging and issue-defining principles, which, we believe, may help to explain the relative success of social movements in North Macedonia in producing relevant political outcomes, compared to the weak political impact of social movements in Serbia. AB  - Glavni cilj ovog istraživanja jeste mapiranje novih društvenih pokreta na Zapadnom Balkanu, pre svega u Srbiji i Makedoniji. Osnovna istraživačka namera bila nam je sticanje uvida u delovanje društvenih pokreta, razumevanje stavova i motiva aktivista i aktivistkinja, kao i mapiranje njihovih ideoloških i političkih orijentacija. Centralno mesto zauzima ispitivanje stavova (predstavnika i predstavnica) pokreta o razlozima i ciljevima njihovog delovanja, ispitivanje tog potencijala za demokratizaciju regiona, kao i potencijala za udruženo delovanje drugih društvenih pokreta. Takođe ispitivanjem smo obuhvatili i unutrašnju organizaciju pokreta, usvojene načine donošenja odluka, stepen njihove inkluzivnosti i demokratičnosti, ali i oblike političke komunikacije koji prkatikuju.

AB  - Kakva je priroda odnosa između zajednice i solidarnosti; da li solidarnost konstituiše zajednicu ili, obrnuto, zajednica stvara solidarne veze; ima li solidarnost antagonizujućeg Drugog (solidarna borba protiv) i kako solidarnost konstituiše granice/zidove/mostove između nas i drugih/drugačijih; u čemu se sastoji politička priroda solidarnosti (za razliku od drugih društvenih odnosa pomoći, podrške, saradnje)? Inspirisana stalnom i gorljivom tematizacijom ovih pitanja unutar feminizma, u ovom tekstu ću se pak fokusirati na sam pojam-problem solidarnosti u društvenoj teoriji generalno, uverena da svaka teorijska refleksija o njemu, a naročito o njegovoj podrazumevanoj političkoj dimenziji, mora imati visoku relevantnost i za feministički teorijski i praktični angažman. U tekstu ću se prvo kratko osvrnuti na savremeni kontekst koji je reaktuelizovao interesovanje za solidarnost, te ukazati na pristupe ovoj temi koje lično smatram najproduktivnijim. Taj će me put neminovno dovesti i do problema adekvatne definicije, tj. do razloga zbog kojih je teško precizno definisati solidarnost. Potom ću se opet vratiti na savremenost i neke skorašnje pokušaje teoretisanja i problematizovanja solidarnosti – kao ideje, kao ponašanja, i kao stavova – te pokušati da uočim spone među njima, kao i da ukažem na neka otvorena pitanja i teme za čija dublja istraživanja snažno plediram
